A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the training of certain qualified handgun instructors |
|
to conduct school safety training. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter H, Chapter 411, Government Code, is |
|
amended by adding Section 411.1901 to read as follows: |
|
Sec. 411.1901 SCHOOL SAFETY CERTIFICATION. (a) The |
|
department shall establish and maintain a school safety |
|
certification for qualified handgun instructors. The |
|
certification shall be used to instruct a person who holds a |
|
concealed handgun license and who is an employee of a school |
|
district or an open-enrollment charter school in the following: |
|
(1) Best practices in the protection of students; |
|
(2) How to interact with the first responders on their |
|
arrival; |
|
(3) Tactics to deny an intruder entry into a classroom |
|
or school facility; and |
|
(4) Accuracy with handgun under duress. |
|
(b) Upon certification, a qualified handgun instructor may |
|
conduct school safety training for applicants who hold a concealed |
|
handgun license. |
|
(c) The certification course must include not less than 15 |
|
or more than 20 hours of instruction. |
|
(d) The department may adopt rules to administer this |
|
section, including the establishment of a fee sufficient to cover |
|
the costs of operation. |
|
(e) The department may create rules to administer this |
|
section, including the establishment of a fee sufficient to cover |
|
the costs of operating this certification. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2013. |
