        AN  ACT to amend the penal law, in relation to allowing individuals duly
          licensed out-of-state to carry a pistol or firearm to carry such weap-
          on within the state for a limited duration

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1. The penal law is amended by adding a new section 400.15 to
     2  read as follows:
     3  § 400.15 Reciprocity with other states.
     4    1. Notwithstanding any other provision of law  to  the  contrary,  any
     5  person  duly  licensed to carry a pistol or firearm by another jurisdic-
     6  tion within the United States shall be allowed to carry such  pistol  or
     7  firearm  within  New  York  state for a period of time not to exceed one
     8  month. Persons intending to stay in the state in excess of one month  or
     9  persons  changing  residence  or  domicile  to  New  York state shall be
    10  required to comply with all  state  or  local  laws  pertaining  to  the
    11  licensing of firearms.
    12    2.  Persons  carrying  a  firearm under the provisions of this section
    13  shall be required to:  (a) carry the out-of-state permit  together  with
    14  valid  identification  whenever  the  person  is  carrying the pistol or
    15  firearm; (b) disclose to any law enforcement  officer  that  the  person
    16  holds a valid permit and is carrying a pistol or firearm when approached
    17  or  addressed  by the officer, and shall display both the permit and the
    18  proper identification upon the request of a law enforcement officer.
    19    § 2. This act shall take effect immediately.
