S.F. 2006 Section 1. Section 724.6, subsection 1, paragraph a, Code 1 2020, is amended to read as follows: 2 a. (1) A person may be issued a permit to carry weapons 3 when the person’s employment in a private investigation 4 business or private security business licensed under chapter 5 80A , or a person’s employment as a peace officer, correctional 6 officer, security guard, bank messenger or other person 7 transporting property of a value requiring security, or in 8 police work, reasonably justifies that person going armed. 9 (2) A person may be issued a permit to carry weapons if the 10 person is an emergency medical care provider who accompanies 11 police tactical teams into potentially high casualty situations 12 in which a threat may still be active. A person issued a permit 13 to carry weapons under this subparagraph shall train with 14 the tactical team, complete a firearm safety training course 15 offered pursuant to section 724.9, subsection 1, paragraph “e” , 16 and not be disqualified under section 724.8. 17 Sec. 2. Section 724.6, subsection 2, Code 2020, is amended 18 to read as follows: 19 2. Notwithstanding subsection 1 , fire fighters, as defined 20 in section 411.1, subsection 10 , airport fire fighters included 21 under section 97B.49B , and emergency medical care providers , 22 as defined in section 147A.1 other than emergency medical 23 care providers specified in subsection 1, paragraph “a” , 24 subparagraph (2) , shall not, as a condition of employment, 25 be required to obtain a permit under this section . However, 26 the provisions of this subsection shall not apply to a person 27 designated as an arson investigator by the chief fire officer 28 of a political subdivision. 29 Sec. 3. Section 724.6, Code 2020, is amended by adding the 30 following new subsection: 31 NEW SUBSECTION . 3. For purposes of this section, “emergency 32 medical care provider” means the same as defined in section 33 147A.1. 34 EXPLANATION 35 -1- LSB 5047XS (2) 88 js/rh 1/ 2

S.F. 2006 The inclusion of this explanation does not constitute agreement with 1 the explanation’s substance by the members of the general assembly. 2 This bill relates to persons eligible to obtain a 3 professional permit to carry weapons. 4 Current law restricts persons eligible to obtain a 5 professional permit to carry weapons to certain individuals 6 involved with investigation, security, valuable property 7 transportation, corrections, and other police work if the 8 individual’s occupation reasonably justifies the individual 9 going armed. The bill allows an emergency medical care 10 provider to obtain a professional permit to carry weapons if 11 the emergency medical care provider accompanies police tactical 12 teams into potentially high casualty situations in which a 13 threat may still be active. Additionally, the emergency 14 medical care provider shall train with the tactical team, 15 complete a firearm safety training course that qualifies a 16 peace officer to carry a firearm in the normal course of the 17 peace officer’s duties, and not be disqualified from obtaining 18 a professional or nonprofessional permit to carry weapons. 19 Notwithstanding a general prohibition, the bill allows an 20 employer of an emergency medical care provider to require 21 an emergency medical care provider to obtain a professional 22 permit to carry weapons as a condition of employment if the 23 emergency medical care provider accompanies police tactical 24 teams consistent with the bill. 25 By operation of law, a professional permit to carry weapons 26 will authorize an emergency medical care provider to go armed 27 anywhere in the state only while engaged in employment and 28 while going to and from the place of employment. An emergency 29 medical care provider shall submit an application and undergo 30 a criminal history background check prior to receiving a 31 professional permit to carry weapons. A professional permit 32 to carry weapons issued to an emergency medical care provider 33 shall expire 12 months after the date of issue. 34 -2- LSB 5047XS (2) 88 js/rh 2/ 2
