Section
724.15,
subsection
2,
Code
2014,
is

amended
by
adding
the
following
new
paragraph:

f.
The
person
is
a
member
of
the
armed

forces
of
the
United
States
or
this
state
serving
on
federal
4
active
duty,
state
active
duty,
or
national
guard
duty,
as
5
defined
in
section
29A.1.
For
purposes
of
this
paragraph,
a
6
United
States
department
of
defense
common
access
card
issued
7
to
a
person
identified
in
this
paragraph
is
satisfactory
8
evidence
of
the
person’s
current
military
service.

EXPLANATION
10
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
11
the
explanation’s
substance
by
the
members
of
the
general
assembly.

Under
current
law,
a
person
who
desires
to
acquire
ownership
13
of
any
pistol
or
revolver
is
required
to
first
obtain
an
annual
14
permit
to
acquire
(purchase)
and
the
person
must
meet
certain
15
requirements
and
pay
an
annual
fee.
A
person
may
be
exempt
16
from
this
requirement
if
the
person
transferring
the
pistol
17
or
revolver
and
the
person
acquiring
the
pistol
or
revolver
18
are
licensed
federal
firearms
dealers;
the
pistol
or
revolver
19
acquired
is
an
antique
firearm,
a
collector’s
item,
a
device
20
which
is
not
designed
or
redesigned
for
use
as
a
weapon,
21
a
device
which
is
designed
solely
for
use
as
a
signaling,
22
pyrotechnic,
line-throwing,
safety,
or
similar
device,
or
a
23
firearm
which
is
unserviceable
by
reason
of
being
unable
to
24
discharge
a
shot
by
means
of
an
explosive
and
is
incapable
25
of
being
readily
restored
to
a
firing
condition;
the
person
26
acquiring
the
pistol
or
revolver
is
authorized
to
do
so
on
27
behalf
of
a
law
enforcement
agency;
transfers
between
certain
28
close
relatives
unless
the
person
transferring
the
pistol
29
or
revolver
knows
that
the
person
acquiring
the
pistol
or
30
revolver
in
this
situation
would
otherwise
be
disqualified
from
31
receiving
a
permit
to
acquire;
or
the
person
has
obtained
a
32
valid
permit
to
carry
weapons.

This
bill
adds
a
person
who
is
a
member
of
the
armed
forces

of
the
United
States
or
this
state
serving
on
federal
active

to
this
list
of

exemptions.
The
bill
provides
that
a
United
States
department

of
defense
common
access
card

to
a
person

bill

status.
