Section
1.
Section
481A.123,
Code
2013,
is
amended
by
adding
1
the
following
new
subsection:

This
section
does
not
apply
to
the
3
discharge
of
a
firearm
for
the
purpose
of
developing
and
4
retaining
the
shooting
proficiency
of
certified
law
enforcement
5
officers
on
premises
owned
by
the
state,
a
county,
or
a
6
municipality,
and
operated
by
a
law
enforcement
agency,
which
7
are
not
open
to
the
general
public.

Sec.
2.
EFFECTIVE
UPON
ENACTMENT.
This
Act,
being
deemed
of
9
immediate
importance,
takes
effect
upon
enactment.

EXPLANATION
11
This
bill
provides
that
the
statutory
prohibition
against
12
discharging
a
firearm
within
200
yards
of
a
building
inhabited
13
by
people
or
domestic
livestock
or
within
200
yards
of
a
14
feedlot
without
the
owner’s
consent,
does
not
apply
to
the
15
discharge
of
a
firearm
for
the
purpose
of
developing
and
16
retaining
the
shooting
proficiency
of
certified
law
enforcement
17
officers
on
certain
premises.
The
premises
must
be
owned
by
18
the
state,
a
county,
or
a
municipality,
operated
by
a
law
19
enforcement
agency,
and
not
open
to
the
general
public.
20
A
violation
of
the
bill’s
provisions
is
punishable
with
a
21
scheduled
fine
of
$25.
22
The
bill
is
effective
upon
enactment.
