2 | WHEREAS, House Resolution 550 of the 97th General Assembly | ||||||
3 | created the Firearm Public Awareness Task Force; and
| ||||||
4 | WHEREAS, The Firearm Public Awareness Task Force was | ||||||
5 | charged with finding and
analyzing data from states that have | ||||||
6 | concealed carry laws
and the types and number of crimes | ||||||
7 | involving handguns before
and after the date that a concealed | ||||||
8 | carry law went into effect; and
| ||||||
9 | WHEREAS, Every week there continue to be reports of | ||||||
10 | tragedies and crimes involving firearms; illegal guns continue | ||||||
11 | to flow into Illinois from other states; individuals who are | ||||||
12 | not legally authorized to possess firearms continue to find | ||||||
13 | ways to acquire them and utilize them in crimes; and
| ||||||
14 | WHEREAS, Since the Firearm Public Awareness Task Force | ||||||
15 | completed its work in March of 2012, gun crimes continue to | ||||||
16 | proliferate and mass shootings are increasing in number and | ||||||
17 | severity: on December 14, 2012, 28 elementary school children | ||||||
18 | were killed and two others wounded in Newtown, Connecticut; on | ||||||
19 | December 2, 2015, 16 people were killed and 24 wounded in San | ||||||
20 | Bernardino, California; on June 12, 2016, 49 people were killed | ||||||
21 | and over 58 wounded in Orlando, Florida; and on October 1, | ||||||
22 | 2017, 58 people were killed and over 515 were wounded in Las |

1 | Vegas, Nevada; therefore, be it
| ||||||
2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
3 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the | ||||||
4 | Firearm Public Awareness Task Force is reconstituted; and be it | ||||||
5 | further
| ||||||
6 | RESOLVED, The Firearm Public Awareness Task Force is | ||||||
7 | charged with gathering data and studying the following: | ||||||
8 | (1) Reviewing the previous report compiled by the task | ||||||
9 | force and discussing the effects that concealed carry might | ||||||
10 | have had on the proliferation of crimes involving firearms; | ||||||
11 | and | ||||||
12 | (2) Shootings in Illinois by regions and what might be | ||||||
13 | contributing to more shootings in one area of the State | ||||||
14 | compared to others; and | ||||||
15 | (3) Gun dealers and gun sales that may have led to illegal | ||||||
16 | usage or straw purchases; this should include the number of | ||||||
17 | guns and ammunition sold and any registry concerning | ||||||
18 | ammunition purchases; and | ||||||
19 | (4) The transportation of firearms, especially newly | ||||||
20 | manufactured firearms as they are transported through | ||||||
21 | Illinois; this should include the study of the repeated gun | ||||||
22 | thefts at the Norfolk Southern Rail Yard; and | ||||||
23 | (5) Mental health laws and treatments for those individuals | ||||||
24 | who have access to firearms; and |

1 | (6) Current laws on handguns and rifles and the states with | ||||||
2 | the best practices; and be it further
| ||||||
3 | RESOLVED, That the Firearm Public Awareness Task Force | ||||||
4 | shall be comprised of the following members, all of whom shall | ||||||
5 | serve without compensation: | ||||||
6 | (1) five representatives appointed by the Speaker of | ||||||
7 | the House of Representatives; | ||||||
8 | (2) five representatives appointed by the Minority | ||||||
9 | Leader of the House of Representatives; | ||||||
10 | (3) a representative of the Department of State Police | ||||||
11 | appointed by the Director of the Department; | ||||||
12 | (4) a representative of the Cook County Sheriff's | ||||||
13 | office appointed by the Cook County Sheriff; | ||||||
14 | (5) a representative of the Illinois State's | ||||||
15 | Attorneys' Association appointed by the head of that | ||||||
16 | organization; | ||||||
17 | (6) a representative of the Illinois Fraternal Order of | ||||||
18 | Police appointed by the head of that organization; | ||||||
19 | (7) a representative of the Illinois Sheriffs | ||||||
20 | Association appointed by the head of that organization; | ||||||
21 | (8) a representative of the National Rifle Association | ||||||
22 | of America appointed by the head of that organization; | ||||||
23 | (9) a representative of the Illinois State Rifle | ||||||
24 | Association appointed by the head of that organization; | ||||||
25 | (10) a representative of the Illinois Council Against |

1 | Handgun Violence appointed by the head of that | ||||||
2 | organization;
and | ||||||
3 | (11) a representative from the Illinois Firearms | ||||||
4 | Manufacturers Association appointed by the head of that | ||||||
5 | organization; and be it further | ||||||
6 | (12) a representative from the Cook County State's | ||||||
7 | Attorney's office appointed by the Cook County State's | ||||||
8 | Attorney; and | ||||||
9 | (13) an individual who advocates for victims of gun | ||||||
10 | violence appointed by the Speaker of the House of | ||||||
11 | Representatives; and be it further
| ||||||
12 | RESOLVED, That the Speaker shall designate a member of the | ||||||
13 | task force to serve as the chairperson; and be it further
| ||||||
14 | RESOLVED, That the Department of State Police shall provide | ||||||
15 | administrative and other support to the task force; and be it | ||||||
16 | further
| ||||||
17 | RESOLVED, That the task force shall hold public hearings | ||||||
18 | and shall issue a written report of its findings and | ||||||
19 | recommendations to the General Assembly before the end of the | ||||||
20 | 100th General Assembly, and upon filing its report, the task | ||||||
21 | force is dissolved.
