A BILL FOR AN ACT
relating to firearms.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 134, Hawaii Revised Statutes, is amended by adding a new section to be appropriately designated and to read as follows:
"§134- License
to carry; skills assessment, safety course, and education prerequisites. (a) No person shall be
granted a license to carry under section 134-9 unless the person, at any time
prior to the granting of the license, has completed a firearms skills
assessment, safety course, and education course.
(b) The requirements under this section shall be in addition to the education and safety or training course prerequisites for a permit to acquire under section 134-2(g)."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect on July 1, 2023.
