Community Violence Task Force.— 6 (1) The Community Violence Task Force, a task force as 7 defined in s. 20.03(8), Florida Statutes, is created within the 8 Department of Law Enforcement. Except as otherwise provided in 9 this section, the task force shall comply with the requirements 10 of s. 20.052, Florida Statutes. 11 (2)(a) The task force is composed of 15 members as follows: 12 1. Four members appointed by the Governor, one of whom the 13 Governor shall designate as the chair of the task force. 14 2. Four members appointed by the President of the Senate, 15 two of whom must be members of the Legislative Black Caucus of 16 the Senate. 17 3. Four members appointed by the Speaker of the House of 18 Representatives, two of whom must be members of the Legislative 19 Black Caucus of the House of Representatives. 20 4. A representative from the Florida Sheriffs Association, 21 nominated by the executive director and appointed by the 22 Governor. 23 5. A representative from the Florida Police Chiefs 24 Association, nominated by the executive director and appointed 25 by the Governor. 26 6. The Secretary of Children and Families, or his or her 27 designee. 28 (b) Members must be appointed no later than August 1, 2023. 29 Members serve at the pleasure of the officer who appointed them, 30 and a vacancy on the task force must be filled in the same 31 manner as the original appointment. Members of the task force 32 shall serve without compensation but are entitled to 33 reimbursement for per diem and travel expenses pursuant to s. 34 112.061, Florida Statutes. 35 (c) The task force shall meet upon the call of the chair at 36 a time and location in this state designated by the chair. The 37 task force may not conduct its meetings by teleconference or 38 other electronic means. 39 (3) The task force shall review system failures and the 40 causes of high crime rates and violence in urban core 41 neighborhoods and communities. In addition, the task force shall 42 develop recommendations for solutions, programs, services, and 43 strategies for improved interagency communication between local 44 and state governmental agencies to help facilitate the reduction 45 of crime and violence in urban core neighborhoods and 46 communities. 47 (4) The Department of Law Enforcement shall provide 48 staffing and administrative assistance to the task force in 49 performing its duties. The task force may call upon other state 50 agencies for such professional assistance as may be needed in 51 the discharge of its duties, and such agencies shall provide 52 such assistance in a timely manner. 53 (5) Notwithstanding any other law to the contrary, the task 54 force may request and must be provided access to any information 55 or records that pertain to crime or violent incidents in this 56 state’s urban core neighborhoods and communities. Information or 57 records obtained by the task force which are otherwise exempt or 58 confidential and exempt must retain such exempt or confidential 59 and exempt status, and the task force may not disclose any such 60 information or records. 61 (6) The task force shall submit a report on its findings 62 and recommendations to the Governor, the President of the 63 Senate, and the Speaker of the House of Representatives by June 64 1, 2025. 65 (7) This section expires June 30, 2025. 66 67 ================= T I T L E A M E N D M E N T ================ 68 And the title is amended as follows: 69 Delete line 120 70 and insert: 71 by the act; conforming appropriations; creating the 72 Community Violence Task Force within the Department of 73 Law Enforcement; providing for membership, duties, and 74 meetings of the task force; requiring state agencies 75 to provide assistance when requested; authorizing the 76 task force to receive exempt or confidential and 77 exempt information and specifying that the information 78 maintains such status; requiring the task force to 79 submit a report to the Governor and Legislature by a 80 specified date; providing for expiration of the task 81 force; providing
