Title: As enacted, limits 10-year period that person must wait between exiting a drug or alcohol program or hospital before being eligible for a handgun carry permit to three years if the applicant entered rehab voluntarily; 10-year period still applies to those who enter rehab pursuant to a court order. - Amends TCA Section 39-17-1351.
