2017 Proposed Virginia Gun Legislation

This thread will be updated on a regular basis when new bills come in for Virginia.

Note: We will only post legislation we feel is negative or positive, those new bills which don't actually effect your rights will not be included but you can always find them on the state legislation page.

Starting off (prefiled):

SB187 would require a state issued transfer permit be show in most cases of selling, renting, trading, or transferring a firearm

HB768 would provide for free firearms training courses for victims of domestic violence as well as other offenses

HB1210 would make gun safes that cost less then $1000 tax free

SB178 would make it so only the legislature, not the attorney general, can determine reciprocity with other states

SB865 would make it illegal to give a handgun to a minor with some exceptions

SB809 would require people to report a lost or stolen firearm within 24 hours of finding out about it

SJR229 would create a state lead study to explore a firearms registry

HB1458 would drop the fees for carry licenses so they would be no more than $15

SB915 would require anyone 'in the business' of selling firearms (as a licensed dealer or not) to get background checks on all buyers before they transfer a firearm

SB95 would make the victim of a firearm theft civilly liable for any crime committed with that firearm if the court can show they did not have it secured properly

HB1683 would make illegal to carry a shotgun in public

HB1684 would make it illegal to leave a firearm anywhere a child under 14 might get it

HB1685 would create a one gun a month limit on buying handguns

SB1039 would require anyone served with a protective order to submit in writing to the court that they have sold or transferred all their firearms

HB1990 would drop the minimum age for non-residents to 18 for anyone that is active duty

HB1907 would allow schools to employ armed safety officers

HB1879 would deny anyone convicted of public drunkenness within three years prior from getting a carry license

HB1865 would change law regarding the time period required for state police background checks from the end of the next business day to 5 days

HB1864 would restrict the use of firearms by children, even under parental supervision

HB1853 would set up a fund to pay for firearms training for victims of domestic violence

HB1852 would allow anyone who is under the protection of a court order and who is not otherwise prohibited to carry a firearm for 45 days without a permit and would also expedite the permit process

HB1778 would prohibit anyone convicted of a hate crime from owning firearms or getting a carry license for 5 years

HB1773 would require all gun show vendors be registered and require all sales by them to go through a background check

HB1758 would allow firearm seizure warrants to be issued for people who are thought to be a rick to themselves or others

HB1745 would allow prohibited persons to petition the court to have all their firearm rights restored

HB2044 would require anyone served with a protective order to submit to the clerk of courts a letter stating they have sold or transferred their firearms

HB2077 would further restrict any government or agent from any firearm restrictions during a state of emergency

HB2094 would allow local governments to restrict firearm possession in any building owned by them

HB2187 is a universal background check on steroids. It even includes requirements for a background check for renting and trading

HB2188 would make anyone that sells a firearm without a background check civilly liable if that firearm is used in a crime

HB2212 is a universal background check on steroids. It even includes requirements for a background check for renting and trading

HB2263 would allow 18 year olds that are active military to apply for carry permits

HB2265 is a constitutional carry bill but only for handguns

HB2266 would require any business that allows carrying of firearms to post a sign stating 'firearms permitted' or they would face a $25 fine

SB1185 would require anyone that has had a firearm stolen to report it within 24 hours of discovering the theft or they would be fined

SB1194 is a universal background check on steroids. It even includes requirements for a background check for renting and trading. It does however have exemptions for ranges.

SB1112 would make any local ordinance passed before January 1, 1987 invalid BUT specifies that local governments can regulate firearms at any regular or special meeting of the government on their property.

SB1266 would outlaw the use of a firearm by any child under 4 even under an adults supervision

SB1267 would make it illegal to carry a firearm into a business that serves alcohol and would set penalties for carrying while drunk or on drugs

SB1297 would permit active military, as well as VA national guard to carry firearms without a license

SB1299 would allow anyone under a protection order and is not prohibited to carry without a license and would expedite the license process

SB1315 would require anyone that has foster children in their home to keep all firearms locked in a cabinet or safe unless they are on their person

SB1347 would change current law to remove the term 'handgun' from concealed carry law and replace it with 'weapon'

SB1362 would permit active military, as well as VA national guard to carry firearms without a license

SB1422 would drop fees required for concealed carry licenses

SB1439 is a universal background check bill

SB1440 is a constitutional carry bill

SB1049 would prohibit people that have voluntarily committed themselves and would remove language from laws regarding background checks that would disqualify many.

SB1450 is a campus carry bill

SB1453 would prohibit carrying firearms at day care centers, including the home of a person that provides such services

SB1465 would allow retired conservation officers to carry a firearm without a license

HB2393 would allow a 50% tax credit for anyone that purchases a gun safe that costs $500 or less

HB2424 would allow retired or resigned attorney or assistant attorney for the state exempt from carry permit laws

HB1406 would create automatic restoration of firearms rights when a convicted felon's civil rights are restored

HB1466 would require 120 days notice when a carry permit is going to expire

HB1469 Permits a school board or an administrator of a private school to designate one or more employees of the school who may carry a concealed handgun on school property

HB1710 would make all gun safes $1000 or less sales tax exempt

HB1792 would exempt a prohibited person from possession by a felon laws if they live with a person that owns firearms and is not in actual possession of them

HB1822 would provides that the term "good and sufficient reason," as used in the exception to the prohibition on carrying dangerous weapons in a place of worship, includes personal protection

HB1849 would mandate carry licenses to be the same size as drivers licenses

HB2321 provides that if any ammunition has been approved by the federal Bureau of Alcohol, Tobacco, Firearms and Explosives for commercial sale, it is not restricted firearms ammunition.

HB2369 removes the requirement for proof of address when changing the address on a concealed handgun permit.

HB2429 would provide a mechanism to restore gun-rights for a person who had their gun rights removed for a mental health commitment, but now lives out of state.

SB1300 would offer free firearms safety or training courses approved by DCJS to victims of domestic violence, sexual abuse, stalking, and family abuse

SB1441 would allow persons whose polling places prohibit guns to use an absentee ballot

SB1444 updates the definition of "restricted ammunition" based current technology and ties in research by the Federal Bureau of Alcohol, Tobacco, Firearms, and Explosives on restricted ammunition.

SB1533 would allow non-violent felons to possess, transport, and carry either an antique firearm or a back powder firearm for sporting, recreational, or cultural purposes

HB2234 would make the fees for a carry license and reduce other fees

HB2414 would give a person limited immunity from prosecution when they call 911 for the purpose of getting help after using, or attempting to use, justifiable force or deadly force to protect themselves. This would prevent something said in an extremely stressed state from being used against someone in a court of law.
